Why Saudi Arabia - Foreign investment and developing the non-oil sector is a known direction that the Saudi Arabian nation is intent on pursuing.

To encourage a service-oriented economy the Saudi Arabian Ministry relaxed visa procedures for tourists, and encouraged direct foreign investment.

The Real Estate Law allows legally-resident non-Saudis to own real estate for their private residence, provided they get a license from the Ministry of Interior.

 

Can you buy a property in Saudi Arabia with confidence and what is the Law of Saudi Arabia concerning foreigners owning property?

IPD comment - unless you are a resident actually residing in Saudi Arabia as a Saudi National or as an Expat already present and working in Saudi Arabia the current Law is restrictive to buyers who live in other countries who are seeking to purchase a property in Saudi Arabia. 'Title' and permisssion to purchase property the property is hard to obtain but may be possible through the Saudi Embassy either in your own country or directly through application through the Saudi Ministry of Interior. We suggest buyers explore this before starting to look at property for sale.

Saudi Arabia Property Buyer Laws:

Regulation of Ownership and Investment in Real Estate by Non-Saudis issued Under:
Royal Decree No. M/15 dated 17/04/1421H Article (2) Non-Saudi natural persons enjoying normal legal residency status in Saudi Arabia may own real estate for use as a personal residence, subject to obtaining a permit from Ministry of Interior Article (5):

With the exception of transfer through inheritance, Non-Saudis may not obtain the title, easement or use of the real estate located within the city limits of Mecca and Madina.

Non-Saudi Muslims may, however, lease real estate property inside the boundaries of Mecca and Medina for a period not exceeding two (2) years.

Such leases are renewable for similar periods.


 

The Kingdom of Saudi Arabia

The largest country in the GCC, the Kingdom of Saudi Arabia is strategically located between Asia and Africa, and bordered by the Red Sea and the Arabian Gulf . A country of modesty and tradition and for many it has a fascinating culture, one that cannot be experienced elsewhere.

Another indicator of the Saudi construction boom is the expansion of the Saudi building materials industry with cement production expected to double to more than 90 million tonnes a year by 2010.

While existing cities and communities are already seeing major developments there is also an intense focus on the $150 billion worth of government sponsored investment that has been committed to new cities due to be built around a core of economic projects.

All of the economic cities will feature major residential and commercial real estate developments. Around 1.5 million people are expected to move to the new cities in the medium term and three times as many by 2020.

Major developers have a range of involvement with solus and joint ventures to build the Kingdom's giant King Abdullah Economic City at Rabigh. There are also a growing number of regional developers committed to residential developments in Saudi Arabia including building in Jeddah. The government's go ahead for construction of high-rise buildings in Jeddah is being seized upon by companies keen to develop sites overlooking the Red Sea.

Major development of hotels and residential accommodation as well as new infrastructure development is also stimulating Saudi Arabian real estate markets in the pilgrimage cities of Mecca and Medina
